I swear I've seen this question answered before here, but I'm not finding the right keywords to bring it up in a search.

I'd like to make another version of the blue toy chest. Looking inside it it's got like 80 sprite folders! All but the last few look to be vestigial weirdnesses like recolored bits of dresser drawers and the like. Can I just delete those folders? I suppose I can just leave them in but they must be taking up a bit of unnecessary space.

You probably can delete those sprites yes.
To be sure check the OBJD ( ALL OBJDs, not just the main one)
See what the starting (or maybe "base"?) graphic number is and
see the number of graphics.

That starting graphic is the number of the first DRGP this object('s tile) uses.
The number of graphics is how many DRGPs after that it also uses.

Look inside of each of those DRGPS and note the sprites actually being used. Note all of those form each DRGP. All other SPR can be deleted

Looking at the toychest I see that

It is a two tile object and each tile has a graphic assigned to it.
Tile A's "Base Graphic" is 1200 and the Number of Graphics is 4.
This means Tile A uses

  • DRGP 1200,
  • DRGP 1201,
  • DRGP 1202, and
  • DRGP 1203

Tile B's "Base Graphic" is 1100 and the Number of Graphics is 4.
This means Tile B uses

  • DRGP 1100,
  • DRGP 1101,
  • DRGP 1102, and
  • DRGP 1103

No other DRGPS need to be kept in this object. They are ALL bloat.
But DRGPS are not sprites so deleting them only shaves a little off the file size. The sprites are the SPR2 resource. To find out which to keep you check inside of your remaining DRGPS.

DRGP 1200 uses 2 sprites:
  • SPR2 1101 and
  • SPR2 1210

(NOTE If this were a 2 rotation object SOME frames might list these two while other frames list another 2. That show multi-tiled objects can be 2 rotation. But this one is a 4 rotation object)

DRGP 1201 uses 2 sprites:
  • SPR2 1101 (again, just like the DRGP before this)
  • SPR2 1211

DRGP 1202 uses 2 sprites:
  • SPR2 1101 (again, just like both DRGPs before this)
  • SPR2 1212

DRGP 1203 uses 2 sprites:
  • SPR2 1101 (again, just like all DRGPs before this)
  • SPR2 1213

So tile "A" uses the following 5 sprites:
  • SPR2 1101
  • SPR2 1210
  • SPR2 1211
  • SPR2 1212
  • SPR2 1213

Repeating these steps to look in each of Tile B's DRGPS reveals that it uses the following 5 sprites:
  • SPR2 1100
  • SPR2 1200
  • SPR2 1201
  • SPR2 1202
  • SPR2 1203

That is all of the DRGPS for this 2 tile object so those 10 sprites are the only ones you need to save for this object. The others can all be deleted.

The PC programs do not tell use which PALT each SPR2 uses but if IffSnooper does then you can figure out which ones you are using and delete the extras of those. PALT resources are pretty small so it probably wont harm much if you skip that.
