A lot of people find NPC Replacer a little intimidating the first time they try it. This is just a quick visual demo of how to change the appearance of an NPC using this easy program. It also explains how to change back to the original NPCs.
Start by downloading the NPC Replacer program from the wonderful and legendary Sims Wardrobe site.
http://www.simwardrobe.com/

You must also have the skins you wish to use already placed in the GamaData/Skins folder.

(Unfortunately, this method won’t help people on Macs. Sorry! We’ll try and get a tutorial up for you folks at some point. If you have a Mac I have a feeling you’re used to hearing that.)

Open the program: It probably looks like this:

I want to change the Pizza Dude to something more suited to a medieval or phantasy theme. In the tool menu and choose "Extract NPCs from FAR files" this brings up a new window. Click once on The Sims/GameData/Objects/People and it will show you the NPCs available in that folder.

Find Pizza Dude's name in the center window, highlight it and click "Extract". His name now appears in the far right window called NPCs Extracted for Editing

Highlight his name and close the window. Voila!

There he is! Well, really it's just a copy of him. The original Pizza Dude is safe and sound inside the FAR file. This extracted copy will, however, take precedence over him so long as the copy exists. (We'll go into removal later.)
Now Double click on Pizza Dude's face in the right screen.

Now I'm going to have fun!
Click on the Change button next to his face and it brings up a new window showing you the mesh list on the left and what head bmps are available from your GamaData/Skins folder on the right. If there is a blank square, it means that there are no bmps available for that mesh in the Skins folder.
I'm going to click on Baldrick's face and click select.

Now do the same with the body. Click the change button in the body window and select what you like. I'm also changing his name to "Baldrick" by typing it in.

When done, click save in the upper right corner and close.
Your Pizza Dude in all neighborhoods will now be Baldrick (if you did what I did).

But Wait! You don't want Baldrick any more! You want Pizza Dude Dale back! How do you fix it? Easy! Go into your Sims folder then Game Data, Objects (not User Objects, just plain Objects) and then people. Look! There's a Pizza Dude file. That is the file you modified. Either delete it or cut and paste it into a storage folder in case you'd like to use it again later. Original Pizza Dude Dale is still hiding in the FAR file and will come back once the modified NPC file is removed.
It's as easy as that.
Now play around and have fun! Change the mailman or the maid. The only drawback is that this method changes the character for the whole game but now that you know how to remove it you can simply put the file back into the Game Data/Objects/People folder whenever you think you'd like your special NPC.

You can use this method to change NPCs that you download too. First make a copy(not clone) of the NPC and save it to a safe place in case you want to change it back. Now move the NPC you want to change to the GameData/Objects/People folder so the NPC Replacer can find it(or another folder that the Replacer looks in). Make your changes, then when you are done, move the NPC back to where ever you got it from.
If you want the original NPC back just swap it with the new copy.

Thank you so much for that step by step Changing NPCs, it worked for me and I finally have a mail carrier and paper kid that is appropriate for regency hood. Now if I just could learn to use Sim Freaks prop attacher I have read and read I just don't get it.
