i have items that prevent relationship decay on a lot but are there any that would go the other way and keep a sim from gaining relationship points when interacting with another sim instead?

Wow, hmmm. You know I don't think I have ever heard of one that would do that. I can't even think of a good way of making one, to be honest.

May I ask what you need it for?
(Perhaps one of us can think of a work around for your situation)

mostly for my star sims, it's really unrealistic that a star would build a permanent relationship with a stranger if they so much as acknowledge their existence but also i have an individual sim who sits outside of the progression of time and while the rest of the situation is heavily moderated and under control he pretty much has to avoid everyone to maintain a timeline of 1 hour for every 1 day of his roommate experiences which occupies 3 days of standard time(i get weird, i know), i also would like to let my sims go places and still be able to talk to others without it resulting in permanent status changes, sometime a hello is just a hello, you know?

I'm surprised the stars are a problem. I thought the fame system regulated that sort of thing (rather harshly it seemed to me!) The saying hello should be having more impact on short term relationship, which fades again rather quickly and not a lot of impact on the long term relationship. Though "not a lot" is more than you'd like.

Hopefully someone will know of a hacked personglobal or socialinteractions.iff that will help.

Or, more probably, the object you originally asked about, one that lets you set the relationship at the numeric level you want, though this would mean constant manual maintenance. The only ones I remember hearing about just max things out, but at some point someone must have decided to make an enemy maker version and perhaps someone made something scalable after that.

The relationship should eventually decay to the point of zeroing out, although the sim might stay in the relationship panel, though I can understand not wanting to have them in there and wait for it to decay...

Do you have a link to one that prevents decay so I can maybe look at it?
