No, the derbys are by Spunky from Chubby Sims and the tophat is by Wotty from Sim-Bolix.

Blue, trust you to do one of those warner brother's sort of themes. Is that supposed to be Spike?

or... is it inspired by those silly Victorian anthropomorphosed animal pics?

By Jove. Rather a bit of each, I must say.

Bag of Tricks has Regency style Day Dresses offered as a 1000 members gift and several objects throughout the group none are labeled Victorian but a tour through the Vintage theme and Members Gifts will reveal various clutter, furnishing, and potted and "pickable" plants.
http://games.ph.groups.yahoo.com/group/bag_of_tricks2/

I also found a few neat sites with the help of QuirkSims.com

FanatSim Tales's All Victorian Sims has skins for both adults and children
http://othersimskins.thefantasimtales.us/avsskins.html

Cool Sims favors medieval skins but also has a couple of male outfits, a really neat, simple maid outfit (that I plan on renaming for the maid NPC!) and some fancy dress. There's also a wedding outfit for a bride and groom that looks pretty darn cool!
http://www.geocities.com/tali135/main.html

Alyssa Sims has a Victoria Lady theme, lots of appropriate Victorian wall/floor covering and great "Antique" skins
http://ophelia.darkambient.net/Sims/main.htm

Fia's Notebook has vintage skins as well as an Upstairs Downstairs theme with a few more skins and some walls (and a couple of doors)
http://hem.passagen.se/annefia/sims/

Here at Simblesse Oblige, Denise (MiniTen) has recently posted some outstanding dinner dresses

It just occurred to me that none of the objects available here at Simblesse Oblige are listed laugh This list is incomplete but here's a few of objects that jump right out as being especially good (or handy) for these periods

Croquet Set (MM) notworthy
http://simblesseoblige.com/viewtopic.php?t=1696

Jump Rope - While the plastic handle is not especially +/- Victorian this Jump Rope increases body skill for adults and is fun for everyone. I find appropriate skill objects a bit hard to come by so this definitely warranted mention.
http://simblesseoblige.com/viewtopic.php?t=810

Gladstone bag - an All Surface dresser
http://simblesseoblige.com/viewtopic.php?t=2723

Baskets of clothing - based on C&C's anywhere dresser
http://simblesseoblige.com/viewtopic.php?t=2782

Simblesse Oblige Entry way
http://simblesseoblige.com/viewtopic.php?t=2724

Themed Schoolbells - for the Simlogical School hack
http://simblesseoblige.com/viewtopic.php?t=3285

Themed Time Clocks - that will allow your sims to do whatever work they do at home or on away lots, and get paid a decent wage for doing it.
http://simblesseoblige.com/viewtopic.php?t=4047

More available here at Simblesse oblige

Victorian Home on Lot 7
http://simblesseoblige.com/viewtopic.php?t=7094

Doorway for those Victorian or P & P Homes
http://simblesseoblige.com/viewtopic.php?t=7412

Victorian Floor Register
