To kill Sims in Studio Town or Downtown I use one of the weapons of Shaklin's or give a cursed opals necklace of Biedersims.
It also has the poisons of Ophelia's (you need edit to be used by visitors as well).
However I do not remember any object that reduce all motives for kill.

If you placed simlogical's deadly clown painting downtown, it would kill all Sims in the same room when you use it by way of reducing all motives.

Reading magazines from the magazine rack from (I believe) Hot Date allows Sims to change their interests.

This allows sims to become more interested in things, but as far as I know not less interested.

Somebody made a table that you can use to change interests, but I don't remember who. (It was either Gnohmon or someone here.)

Well, they randomly decrease Sims' interest in one topic for every topic they gain an interest point in, but you're right- you can't control where they lose points.
